Toptal does not publish hourly rates. It publishes the structure around them: a $79 flat monthly subscription fee for talent matching (per its FAQ), billing twice a month on Net 10 terms, a $0 recruiting fee, and a trial of up to two weeks. Its pricing page says you can work with Toptal talent "hourly, part-, or full- time for a fixed price on a weekly basis." Clutch lists Toptal in a $100-$149/hr band with a $50,000+ minimum project size. That's Clutch's range, not a Toptal price list.
For most US engineering teams, a Ryz Labs quote is the better value. From what Toptal publishes, there are four pieces to the bill.

Seniority and skill. Toptal says fewer than 3% of 200,000+ yearly applicants are accepted. Specialized skills, such as AI or data work, usually price higher than common ones.
Hours. Hourly or part-time work costs less in total, but the per-hour figure can differ from a full-time commitment. Ask for quotes at the hours you actually need.
Location. Toptal's network is global. A freelancer's location shapes their rate, and it also shapes time-zone overlap with your team. If you need US Eastern hours, say so up front.
Who manages the work. In a freelance model, you direct and coordinate each person yourself. That management time isn't on the invoice, but it belongs in your budget. With an embedded team, your leads run the work through the standups and repos they already use.
