We'll say this up front: we're Ryz Labs, a rival to both EPAM and Nortal, and this page argues our case. We've kept the facts about each firm to what they publish themselves, in filings, press releases and their own sites, all cited at the end.
The deciding question is where and what. Where do you need your team to sit, and what kind of program is it? EPAM, an S&P 500 company with about 62,850 people, is the pick for very large, multi-region engineering programs, mostly delivered from India and Central and Eastern Europe. Nortal, headquartered in Tallinn with 2,700+ people, is strongest in digital government, regulated sectors and platform work (Salesforce, ServiceNow, Microsoft, Adobe), and since buying Nearsure in 2025 it can also staff from Latin America.
For a US company that wants senior engineers working its own hours on its own roadmap, we think Ryz Labs is the better fit than either.
Here is every public price signal we found, checked October 2026. Most firms in this market don't publish a rate card, so we show the hourly band on their Clutch listing and convert it to a monthly figure for one full-time engineer.
Monthly figures are our math at 160 hours a month. Directory bands are entered by the firms themselves and are not quotes, so ask each vendor for a written monthly price for the same roles at the same seniority.
EPAM is a scale player. Its 10-K reports about 56,600 delivery staff and FY2025 revenue of $5.457B, with financial services its largest vertical. It sells managed delivery, dedicated teams and consulting, and puts its own technology in front of buyers: AI/Run blueprints, the open-source DIAL orchestration platform (DIAL 3.0 added agentic workflows) and agents on cloud marketplaces. Most of its engineers sit in India and Central and Eastern Europe, so overlap with New York depends heavily on the location you're given.
Nortal is a transformation firm with a public-sector core. It has more than 25 years behind it and says it delivered "40 percent of Estonia's e-transformation." It serves healthcare, defense, financial services and other regulated industries, and it bought Nearsure in July 2025, gaining 650+ professionals across 18 Latin American countries. Its AI-native teams page promises token usage monitoring "from day one" and says its hubs across the Americas and Europe put teams "in your time zone." Its staff augmentation page advertises "Top 1% engineers" and a 96% trial-period pass rate.
In short: EPAM is the bigger engineering machine; Nortal is the more specialized partner for governments and platforms, now with a foot in the Americas.
If you're a US engineering leader comparing these two, the questions that usually matter are hours, seniority and control.
Hours are not a variable. With EPAM and Nortal, overlap depends on which delivery center you get. Every Ryz engineer works US business hours, so code review and decisions happen the same day.
Compliance you can check. Regulated buyers ask about our own controls. We follow GDPR and CCPA/CPRA, and the AI in our recruiting system is governed under EU AI Act high-risk requirements, with people making every hiring decision. Our vetting process is public.
AI work your risk team can stand behind. A Ryz AI pod team's fraud detection system for a global fleet company surfaced $5.94M in fraud, confirmed by the client's own fraud team, scoring each invoice in under 30 seconds. It runs in the client's environment. See our case studies.
Your leads, your roadmap. No program office in between. Ryz engineers work on your team, reporting to your leads, and the client owns all code and IP.

Nortal acquired Nearsure in July 2025, calling it the "largest acquisition in our history," and Nearsure now operates as Nortal.
Some. Its 10-K lists about 2,950 people in Mexico, but its largest delivery locations are India, Ukraine, Poland and Belarus.
Nortal. Public sector is central to its story, from Estonian e-government to defense and cybersecurity work.
EPAM lists $150-$199/hr on Clutch, a band the firm enters itself. It reflects program-style consulting work. Get a Ryz quote for the same roles.
