Crossover recruits full-time remote independent contractors from anywhere in the world, picked mainly through a timed cognitive aptitude test and a blind-graded assignment, at pay that's published and the same in every country. People look for alternatives for structural reasons. Crossover calls Trilogy (part of ESW Capital) its largest client, and its homepage currently focuses on recruiting for a US school network, so outside companies get less of the spotlight. Its FAQ says most clients use WorkSmart, which records 10-minute timecards that can include screenshots and webcam photos, a model some engineers avoid. Hours are set per role with no standard US overlap. And its public reviews are mostly from frustrated applicants (Trustpilot showed 1.4/5 from 105 reviews when we checked). If you want a standardized global funnel at one published pay rate, Crossover can still make sense. Otherwise, consider these.

If you like Crossover's global reach but want strong client reviews and flexibility, Toptal is the established option. It says fewer than 3% of applicants are accepted after interviews, live screening by domain experts and a test project. It offers a trial of up to two weeks and holds 4.8/5 from 53 Clutch reviews (when we checked). You can hire hourly, part-time or full-time. The catch: Clutch lists a $100-$149/hr band.
Crossover publishes contractor pay but not its client fees. Arc publishes both sides: freelance rates of $15 to $110+ an hour and a 20% fee for full-time hires. It offers a risk-free trial of up to two weeks for freelancers and a 3-month replacement guarantee for permanent hires. The catch: Arc places individuals you manage yourself, and overlap depends on the developer.
If you'd rather your remote engineers be employees than independent contractors, Terminal acts as employer of record, handling payroll, benefits and HR. It also offers contract and contract-to-hire, with a 14-day risk-free guarantee on contractors. Its candidate screening includes an AI fluency rating for each engineer. The catch: full-time placements take about 45 days by its own FAQ, and four of its markets are in Europe.
Revelo places full-time remote engineers from 18 Latin American countries and handles payroll and compliance. It says candidates are identity-confirmed, skills-tested and human-screened, and it offers a two-week trial with month-to-month billing. That gives you Americas time zones without Crossover's activity tracking. The catch: you manage the engineers, and there's no published rate card.
Stay with Crossover if you want one published pay rate for a role, the same in every country, so candidates know exactly what it pays. Stay if you're hiring many people into the same role and value a standardized, test-first funnel with a proctored retake. Stay if your roles truly work from any time zone and you want the widest pool (Crossover says 130+ countries). And stay if you're comfortable with WorkSmart-based billing for approved hours, with contractors paid weekly.
Consider moving if you need New York hours, if you want engineers who'll work like members of your own team, or if the monitoring model is putting off the people you want to hire.
